Digital Devices are 'allowed' on the Green. Next, Balout does not give a 'definitive' slope measurement. It is subjective. Next, the vertical and horizontal lines in the viewfinder, do not 'lay' on the ground. USGA defines 'lay' as touching the ground. Thus, the 2 functions f Balout are not 'restricted' by the rules of golf! Under local rules that allow things like range finders and casual play. Not all things banned on the Pro Tour are banned for casual play.

Rule 4.3 says "Example of allowed Devices" Compass! Obtaining information on direction through the use of a compass is permitted.

Mobile Phone Applications under (Rule 4.3) 

Mobile phone are primarily communication devices but have many secondary functions. GPS Applications on smart phones are permitted the application uses measures of distance only. It must not have the ability to help player by giving a "Recommended line of Play". BalOut does not 'Recommend' anything. It doesn't even measure Distance. It shows lines, but they do not touch the green, thus that is legal, it is a 'directional' device, which is legal. It does not influence club selection. It does show balls on the circle, but it does not 'say' anything and there is no readout or indication of the best line of play based on technology that measures anything other than Direction. You can count the balls, to determine how far out you want to putt, but that is not a 'recommendation', and they are not produced by a mapping technology that measures or maps the green itself. It is a visual aid, that assist the golfer in his own mind upon using the app of how many balls, he feels the would be the best way to putt. The app does not show degrees and has no definitive model of level. It shows balls, and a player after time with the application can determine how many balls or which balls determine higher or lower to one side or the other, just like holding your golf club in front of your face and watching which way it tilts.  It just delivers it in an astounding and amazingly simple and useful way to reinforce the golfer's decision making that they come up with in interacting with the application.
